O relatório final da Polícia Federal que indiciou Jair Bolsonaro e mais 36 pessoas aponta que o ex-presidente planejou, atuou e teve domínio direto sobre os atos executados pelo grupo criminoso que buscava concretizar um golpe de Estado. Nesta terça-feira, o ministro Alexandre de Moraes, do Supremo Tribunal Federal (STF), mandou para a Procuradoria-Geral da República (PGR) o relatório da PF. A decisão também retira o sigilo do documento.
O relatório traz oito pontos colocados como provas da atuação do ex-presidente na trama golpista que, segundo a PF, só não foi consumada por atos alheios à vontade de Bolsonaro. Veja os fatos destacados na investigação para embasar o indiciamento do ex-presidente.
1. A reunião realizada entre Bolsonaro e seus ministros em julho de 2022, na qual ele convocou os integrantes do governo a agirem antes das eleições para disseminarem fake news sobre a lisura das urnas. A PF aponta, que no encontro, outros integrantes do governo, como o ministro da Justiça, Anderson Torres, o ministro da Defesa, Paulo Sérgio Nogueira, do GSI, Augusto Heleno e o secretário-geral da Presidência em exercício, Mário Fernandes, propagaram mentiras sobre fraudes nas eleições.
2. A representação eleitoral apresentada pelo PL, partido de Bolsonaro, após o segundo turno, com dados inconsistentes para questionar o resultado de mais de 200 mil urnas só no segundo turno. A PF afirma que o documento foi apresentado à Justiça Eleitoral com conhecimento de Bolsonaro e do presidente do partido, Valdemar Costa Neto.
3. Ações de pressão ao comandante do Exército, Freire Gomes, como a “Carta ao Comandante do Exército de Oficiais Superiores da Ativa do Exército Brasileiro”, que teve a anuência de Bolsonaro, segundo a PF.
4. A PF afirma que, com apoio do núcleo jurídico, Bolsonaro elaborou o decreto conhecido como minuta golpista, que previa a ruptura institucional e a posse de Lula como presidente eleito. O texto estabelecia a decretação do Estado de Defesa no âmbito do Tribunal Superior Eleitoral e a criação da Comissão de Regularidade Eleitoral para apurar a legalidade do processo eleitoral. A assinatura do documento por Bolsonaro abriria espaço para um golpe.
5. A PF aponta que colheu entrada e saída de visitantes do Palácio do Alvorada, diálogos de integrantes do núcleo próximo de Bolsonaro, datas e locais de reuniões que indicam que Bolsonaro tinha conhecimento da operação chamada “Punhal Verde e Amarelo”, que previa o uso de explosivos e veneno para matar o presidente Lula, o vice Geraldo Alckmin e o ministro Alexandre de Moraes, além do plano “Copa 2022”, que previa capturar Moraes.
6. Reunião convocada por Jair Bolsonaro em dezembro de 2022 com os comandantes das Forças Armadas para apresentar a minuta que abriria espaço para um golpe de Estado e que pressionaria os militares a aderirem. Os comandantes do Exército e da Aeronáutica se posicionaram contrários, enquanto o da Marinha, Almir Garnier, colocou-se à disposição.
7. Ida do ex-secretário-executivo da Secretaria-Geral da Presidência, o general da reserva Mário Fernandes, ao Palácio da Alvorada em 9 de novembro de 2022, após elaborar e imprimir o documento no Palácio do Planalto que previa um plano de golpe. Segundo a PF, Bolsonaro estava no local.
8. Reunião de Bolsonaro no dia 9 de dezembro de 2022 com o general Estevam Theóphilo, que aceitou capitanear as tropas, caso o então presidente assinasse o decreto golpista. Neste dia, o então presidente realizou seu primeiro pronunciamento no Palácio da Alvorada. A PF aponta que o discurso seguiu a narrativa da organização criminosa, para manter a esperança dos manifestantes de que ele e os militares tomariam alguma atitude.
